Duties and Responsibilities
Ahl Horan Association is looking for a field engineer supervisor job in Syria.
The objectives of the services of the field engineer are
- To assess feasibility, prepare reports and technical specifications for shelter as required in the project
- the provision of supervision services at construction sites in selected project villages in Daret ‘Azza
- to provide support for construction – and coordination activities for project.
The field engineer supervisor is expected to undertake the following tasks
The field Engineer supervisor is responsible for implementing Ahl Horan shelter rehabilitation programming, including site assessments, coordination and consultation with relevant local authorities / stakeholders, development of BOQs, overseeing vendor identification, certifying program deliverables and management of field-level staff. The field engineer supervisor will represent AHL HORAN at the field level and ensure the smooth implementation of quality programming that meets the needs of identified beneficiary community.
- Participate in community meetings with field staff and other project management unit staff in Ahl Horan Association to assess shelter needs in targeted villages.
- Provide overall technical assistance to AHA shelter units rehab projects, from their planning to their implementation and monitoring
- Assess damage / capacity of shelter units
- Advise on repair priorities as in-line with program goals and protection mandates
- Identify works required and prepare designs and cost estimates
- Supervise work by contractors and/or direct implementation
- Advise on vendor quality and contracting arrangements
- Manage quality and quantity control
- Liaise with shelter ownership and inhabitants to communicate and confirm all project deliverables
- Responsible to ensure contractors work in compliance with technical specifications and quality standards
- Monitor and evaluate performance of service providers
- Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets
- Support the Supply section in all tender exercises for the procurement of construction services
- Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved
- Prepare weekly and monthly progress reports and maintain the relevant project records
- Coordinate with Shelter Program Manager, and field logistics and finance team to ensure required activities are conducting in a timely manner
- Ensure a sound handing over of shelter units to project beneficiaries
- Based on the observations of the construction process and evaluation of the documents submitted by the contractors with the invoices, determine the amounts owed to the contractors and prepare the certificates of payment as required (payments progress).
- Assess the ability of local contractors to perform the work and propose technically more appropriate solutions for implementation.
- Oversee the progress of project at the field level and adopt progress and acceptance, which should serve as the basis for payment to contractors.

| Professional Experience and Qualifications | – Minimum 5 years of professional experience with practical, hands-on construction supervision experience; 1 year of experience in emergency response or humanitarian relief preferred
– Experience in community mobilization / community monitoring sites, coupled with the ability to address and manage all aspects of monitoring of a construction – Experience in managing and supervising construction works in the public and private sector – Excellent and proven experience in dealing with contractors and local partners · – Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams – Prior experience in developing program implementation workplans, data collection and analysis, and program reporting

تبحث رابطة أهل حوران عن وظيفة مشرف مهندس ميداني في سوريا.
أهداف خدمات المشرف المهندس الميداني هي:
- إعداد التقارير والمواصفات الفنية وإصدار جداول الكميات للمأوى كما هو مطلوب في المشروع.
- توفير خدمات الإشراف في مواقع البناء في المناطق المختارة في دارة عزة.
- تقديم الدعم لأنشطة الترميم والتنسيق للمشروع.
من المتوقع أن يقوم المهندس المشرف الميداني بالمهام التالية:
المهندس المشرف الميداني مسؤول عن تنفيذ برامج إعادة تأهيل مأوى في رابطة أهل حوران، بما في ذلك تقييمات الموقع والتنسيق والتشاور مع السلطات المحلية / أصحاب المصلحة المعنيين، وتطوير جداول الكميات، والإشراف على تحديد هوية المتعاقدين لعمليات الإصلاح والترميم، وإصدار شهادات الإنجاز وإدارة الموظفين على المستوى الميداني. سيتواجد مهندس الموقع على المستوى الميداني ويضمن التنفيذ السلس للبرنامج مع الجودة التي تلبي احتياجات المجتمع المستفيد المحدد.
- المشاركة في اجتماعات المجتمع مع الموظفين الميدانيين وغيرهم من موظفي وحدة إدارة المشروع في رابطة أهل حوران لتقييم احتياجات المأوى في القرى المستهدفة.
- تقديم المساعدة الفنية الشاملة لمشاريع إعادة تأهيل وحدات الإيواء في رابطة أهل حوران، من تخطيطها إلى تنفيذها ومراقبتها
- تقييم الضرر في وحدات المأوى والمنازل
- تقديم المشورة بشأن أولويات الإصلاح بما يتماشى مع أهداف البرنامج وأولويات الحماية ومعايير الاستضعاف
- تحديد الأعمال المطلوبة وإعداد التصاميم وتقديرات التكلفة
- الإشراف على العمل من قبل المقاولين
- تقديم المشورة بشأن جودة المواد والترتيبات التعاقدية
- التواصل بمالكي المأوى والسكان وتأكيد جميع نواتج المشروع
- مسؤول عن ضمان عمل المقاولين في الامتثال للمواصفات الفنية ومعايير الجودة
- مراقبة وتقييم أداء مقدمي الخدمات
- التأكد من دقة جميع المدخلات التقنية وتقديرات التكلفة المتعلقة بمكونات البناء، في الوقت المناسب وإدراجها في مقترحات المشروع والميزانيات
- دعم قسم التوريد في جميع إجراءات المناقصة لشراء خدمات البناء
- تحديد وإدارة مخاطر المشروع واتخاذ إجراءات تصحيحية عند الضرورة، بحيث يتم تحقيق أقصى فائدة للمستفيد وأصحاب المصلحة
- إعداد التقارير المرحلية الأسبوعية والشهرية والحفاظ على سجلات المشروع ذات الصلة
- التنسيق مع “مدير برنامج المأوى”، وفريق الخدمات اللوجستية والتمويل الميداني لضمان أن الأنشطة المطلوبة تجري في الوقت المناسب
- ضمان التسليم الصحيح للوحدات التي تمت صيانتها للمستفيدين من المشروع
- الاستناد إلى ملاحظات عملية الترميم وتقييم المستندات المقدمة من المقاولين مع الفواتير، و تحديد المبالغ المستحقة للمقاولين وإعداد شهادات الدفع على النحو المطلوب (تقدم المدفوعات).
- تقييم قدرة المقاولين المحليين على أداء العمل واقتراح حلول أكثر ملاءمة من الناحية الفنية للتنفيذ.
- الإشراف على التقدم المحرز في المشروع على المستوى الميداني واعتماد أوراق التقدم والقبول، والتي ينبغي أن تكون بمثابة الأساس لتمرير دفعات مالية للمقاولين.

| الخبرة المهنية والمؤهلات | – خبرة مهنية لا تقل عن 5 سنوات مع خبرة عملية في الإشراف على البناء؛ مع خبرة 1 سنة من الخبرة في الاستجابة لحالات الطوارئ أو الإغاثة الإنسانية
